This is a condition usually found on the toes. It is most often above a joint in the toes and caused by a continual rubbing from footwear like a callus. The surface can be abraded but the hard skin can go deeper. There are proprietary solutions but a podiatrist is a recommended medical practitioner to treat this condition.
