Even if there is no obvious tacky layer there will always be a small amount of unreacted monomer on the surface. To be safe and avoid any allergies, wipe carefully as you would with top coats with a tacky layer.
A ‘no wipe’ top coat is useful for a whole variety of effects to be used but not just for allowing the final cleaning step to be missed out
